Elite Signal Interpretability and Political Judgment: The Mediating Role of Perceived Uncertainty

Abstract

Political judgments often depend on elite cues, yet citizens frequently encounter political environments in which elite signals are weak or difficult to interpret. This paper develops a theoretical framework explaining how variations in elite signal clarity shape citizens' political judgment under uncertainty. Drawing on signaling theory and attribute substitution theory, it distinguishes three weak-signal conditions—signal absence, signal ambiguity, and signal conflict—and argues that they create different levels of perceived uncertainty. When elite signals are difficult to interpret, citizens rely more heavily on heuristic cues rather than systematic policy evaluation. Building on evolutionary psychology, the paper proposes three heuristic cue families: coalition and dominance detection, threat and disgust sensitivity, and fairness and reciprocity intuitions. To test these ideas, it proposes a 3 (signal condition) × 2 (issue identity salience) between-subjects experimental design with individual-level moderators including need for cognition, partisan identification, and prior policy knowledge. Survey experiment results indicate that signal ambiguity produces the highest perceived uncertainty, while weak signals increase reliance on heuristic reasoning. These findings indicate that different forms of weak elite signals represent distinct informational environments rather than varying degrees of the same condition. The paper contributes to political psychology by identifying perceived uncertainty as a key mechanism linking elite communication to heuristic processing and highlighting that the interpretability of elite signals, rather than their mere presence, shapes political judgment.
